Create README with status badges for all the SDKs

This README needs more content if this PR progresses, but wanted to check in to see if
1 ) this page is useful and
2) this format could be improved (Doing this in a table looks a little cleaner rendered but leads to massively long lines in the raw .md)

This is cool! My initial thoughts:

• Let's just add the package-level tests once we have them all lest people get upset their SDK of choice isn't getting as much love (yet)
• Let's drop js-deliver counters
• Love the published version badges
• A table is probably the way to go, despite huge ass lines in the markdown 😬
