Closes: #91

Description

Change the part to calculate floating-point.
When calculating each vote, change the type of compensationProportions to int64 type. Multiply the floating point value of compensationProportions by a large integer to change the value to int type.

And if the sum of all staking value for each validators is close to maxuint64, the middle result of RandomSamplingWithoutReplacement can cause an integer overflow. So, for solving this problem, I use big.Int.

Is this same to recalibration := new(big.Int). SetUint64(totalPriority)? If so, we can remove the constant precisionCorrectionForSelection.

Yes, but if the difference between each user's correction value is very small, it is indistinguishable. So, I reduced the correction value by precisionCorrectionForSelection(1000).

I simulated this code and I think the result is good. I left a trivial comment, but I approve it.

The IP header and the TCP header take up 20 bytes each at least (unless
optional header fields are used) and thus the max for (non-Jumbo frame)
Ethernet is 1500 - 20 -20 = 1460
