ci: Enable BOM feature for the Enterprise Team on pre-staging environment

This pull request enables Bill of Materials (BOM) feature on pre-staging environment for Enterprise Team configuration.

Looks good to me. Not sure if there is an overall enable flag. @hardillb @cstns when you guys enabled this for staging, was there an overall enable flag in the yml?

I did not have to enable the platform flag, just the team one (for enterprise and team type)
