ci: Automate docs publishing #4725

Description

This pull request:

renames docs-related pipeline to "Publish Documentation"
limits pipeline execution only to the changes made in /docs directory
triggers website rebuild once docs tests step passes
additionally, adjusts the Create pre-staging environment workflow to not run on changes made in other workflows

Closes #4709

- Issue/PR raised on FlowFuse/helm to update ConfigMap Template
