core(network-request): consider secondary headers for content encoded check #15708

smokerider caught this

NetworkRequest.isContentEncoded did not consider the headers 'x-original-content-encoding' or 'x-content-encoding-over-network'.

There was logic for exactly this function already in response-compression.js, so I've moved it to network request.
