…te script

In the latest version of vite the script changed.
This update addresses an issue where an older version of the CLI tarball was mistakenly employed in creating a new application via `yarn admin create`.

Additionally, `yarn admin create` now accommodates extra options that can be utilized with `ng new`.

Example:
```
yarn admin create my-app --ssr
```
…RL` when using a non localhost IP

When using a non-localhost IP, Vite will correctly populate the `network` property of the `server.resolvedUrls` instead of `local`.

Example:
```
ng server --host=127.0.0.2
{ local: [], network: [ 'http://127.0.0.2:4200/' ] }
```
