Clean up Fortran __float128 configure-time checks #4649

* Always use DECIMAL_DIG instead of LDBL_DIG. This was controlled by an ifdef that is always true in C99 or greater * Indent properly
It's confusing to use float.h C constants as variable names in configure.ac and the PAC_FC_LDBL_DIG macro.
Instead of doing less obvious things with the sizes
* Tidy code * Make uniform across CMake and Autotools * Don't export quadmath.h variables to H5pubconf.h

The sentence above and also in configure.ac might be worth clarifying; I think I understand it's related to the first paragraph in the comment, but only after having read through all of the PR.

I'm going to go over this code with Scot when he gets back. We can revise then.

Cleans up the __float128 checks in both Autotools and CMake, which are only needed for the Fortran wrappers.
Fixes the CI failures that started about a week ago.
