When using mingw on windows, the mingw define is set, so it should also be set on linux for consistency.

When using mingw on windows, the mingw define is set:
hxcpp/tools/hxcpp/BuildTool.hx
Lines 2035 to 2036 in 54af892
So it should also be set on linux when cross compiling for consistency. It is required for adding conditions in Build.xml files.
