Update 2023-07-04

Fixes validation errors and warnings from the latest epubcheck (epub 3.3 rules).

Bug fixes

Addresses issues with ncx in Children's Literature, application of semantics in the Indexing books, and empty nav lists in World Cultures. Also cleans out old epubcheck versions and updates the build scripts.
