Risk cyclone improvements

Addresses:

• Show cone of uncertainty, path, and affected areas for GDACS, WFP ADAM and PDC #1265
• Update Mapbox layers for the storm (for all 3 sources) #1295
• Add legend and interactions (for all 3 sources) #1296

Changes

• Add layer legend and interaction.
• Add different layer data visualization for cyclone on PDC, WFP ADAM and GDACS Risk map.
• Add logic for layer visibility from exposure data.
• Transform all source data to a similar structure for common visualization.

This PR doesn't introduce:

• typos
• conflict markers
• unwanted comments
• temporary files, auto-generated files or secret keys
• console.log meant for debugging
• codegen errors
