Solve #1524 and #1563, tune Performance on large namespace (#1566)

* Batch support in submitCmd. Now cmdletmanager will cache some cmdlets.
* Remove unnecessary pessimistic locks in action status report.
* Remove unnecessary pessimistic locks in insertCmdlet and insertAction.
* Fix related UT.
* Fix cache-to-db issue in CopyScheduler, when SSM is stopped.

Already done. We improved SSM's performance on large namespace. Thanks to @PHILO-HE @littlezhou @fztfztfztfzt .
