Maybe we should say all code licensed under BSD, all non-code text licensed under CC BY? Just to cover more bases in case we add more stuff later. |

As we've been adding more content, lots that is intended for reuse, we've had some discussions around what license suits this repo. I'm opening this PR based on those discussions (most recently recorded in the October 2022 meeting notes). This PR:
LICENSEfile to the root of the repository. It's a BSD-3 license with contributors as the copyright holders.README.mdto describe our reasoning for (long term) adding two licenses. Note that it references a directory Add user test 1 resources! #26 adds that does not yet exist in the main branch. I'm open to feedback if we want to handle that parallel adding differently.Review and other feedback are very welcome! Thanks in advance for giving this a once-over.
