This PR fixes some bugs, tpyos and also adds some very helpful stuff for modding:

• GameMechanicState now uses canBeApplied from the base effect instead of isEffectActive, so that it also respects isEffectConditionSatisfied
• Linted all files
• Made the a171 News Ticker message use the links from S12's Media Player - fixes "This link is not a Rick Roll" news message leads to an unavailable video #3458
• Fixed tooltip error after unlocking a cel5 feature #2208
• Fixed tpyo in a Cel2 feature (generates -> generate)
• Added a bypassEND argument to most format functions - makes it so that times in the Speedrun Milestones tabs don't say ie END seconds after you finish the game
• Fixed dev.doubleEverything and dev.tripleEverything and added a new function, dev.multiplyEverythingBy(amount)
