I just noticed now that some functionality was lost after refactoring the daemon so I added it back. Previously the governor would only switch to performance after 15 seconds of sustained high cpu usage. However, in the refactor this functionality was missing so I added it back. I also removed some unused variables that are remnants of the old code.
