Description
This simplifies GitHub workflow configurations (including release ones) and deprecates GitHub Package Registry releases.
Motivation
GitHub Package Registry Releases support has been cancelled as it is not that useful for Central-hosted projects as (unlike them) it always requires providing an explicit token.
