How can we install models in an on-prem (no internet) deployment with AnnotationLab?

There are two options for this:

1. Models can be downloaded from the dedicated NLP Models Hub page of the Annotation Lab before cutting off internet access on the server.
2. Models can be downloaded from the NLP Models Hub on an internet-connected machine and then manually uploaded to the Annotation Lab server via UI.
