CompatHelper: bump compat for "HTTP" to "0.9" #46

This pull request changes the compat entry for the HTTP package from 0.8 to 0.8, 0.9.

This keeps the compat entries for earlier versions.

Note: I have not tested your package with this new compat entry. It is your responsibility to make sure that your package tests pass before you merge this pull request.

There seems to be something wrong on windows with the new HTTP version. The tests seem to complain about a non-existing libmbedtls. @visr you used to have access to windows machines, would you mind to test if you can reproduce?

I tried and got a different error on nightly:

ERROR: Unable to automatically install 'MozillaCACerts' from 'C:\bin\julia-1.6\share\julia\stdlib\v1.6\MozillaCACerts_jll\Artifacts.toml'

This seems to be only an issue on julia nightly, which currently is seeing a lot of changes on Pkg and JLL packages. I'd say let's merge this, and once 1.6 gets to the stabilization phase, we can make sure it is working again. It may need something like JuliaLang/julia#38347.
