[JSBSim] Upgrade to v1.1.12

As the title says: the purpose of this PR is to upgrade the JSBSim package to the last version of the upstream library.

The build is crashing with a cryptic error message which seems to be somehow linked to the dependency package libjulia_jll. Can someone provide me with some help ?

I believe you may want to follow what other packages do here, see for example https://github.com/JuliaPackaging/Yggdrasil/blob/e86c5d9c3d34f70e4451ba24644051ddd52cb9dd/L/libsingular_julia/build_tarballs.jl. Otherwise this going to work only with Julia 1.6.
