CompatHelper: bump compat for JuliaFormatter to 0.22, (keep existing compat) #381

This pull request changes the compat entry for the JuliaFormatter package from ^0.4.3, 0.5, 0.6, 0.7, 0.8, 0.9, 0.10, 0.11, 0.12, 0.13 to ^0.4.3, 0.5, 0.6, 0.7, 0.8, 0.9, 0.10, 0.11, 0.12, 0.13, 0.22.
This keeps the compat entries for earlier versions.

Note: I have not tested your package with this new compat entry.
It is your responsibility to make sure that your package tests pass before you merge this pull request.

These JuliaFormatter versions aren't compatible with CSTParser-related code of Atom.jl.

So we won't merge this unless we update that code as well.

Anyone who can take that job is very welcomed, but we maintainers probably won't work on it.
