What does this PR do?
This PR adds the necessary fields to support Grafana 9.4+ way of interacting with google cloud monitoring.
It adds the necessary query types. See K-Phoen/grabana#259 for usage.
This is still a draft. I'm currently working on adding the support into Grabana
