Set contract parameters to sentence case + minor improvements (#2227)

Also remove periods from places where they look weird in game
Correct descriptions for how required a few contracts are, and which programs they are a part of when it's multiple
Try to be a bit more consistent in places where common nouns are capitalized like proper nouns
+ Misc description tweaks for grammar and clarity
