Is this extension equivalent to #1726 or #1825? I'm not sure where changes should be merged here.

The PBR Next group decided some weeks ago, and has reconfirmed to me several times, that KHR_materials_volume (#1726) is preferred over this finer-grained breakout.

Thanks for this effort, @UX3D-nopper, it won't go to waste. The PBR Next group will make sure that valuable insights here are included in #1726. Closing this for now.
