Some of the dependencies versions we currently have do not officially support Python 3.12 yet. I suggest that we wait for #1744 before merging |

Description
Following on from #1682, this PR builds on the celery upgrade in #1702 and sets up dependencies for python 3.12.
I upgraded only the packages which come with a wheel, and didn't have a 3.12 wheel for the specific version that we installed. All other dependencies are as-is
I haven't tested the full site with these changes
