This bugfix release is a patch for an oversight in handling negative daylight saving offsets introduced in v2.0.

Adaptation to negative daylight-saving-offsets

Enables compiling tzdb since v2018a which introduced negative dst-offsets.

Adaptation to new serialization format

Now the tz-data contains every transition history of any timezone just as unterpreted byte-array. This feature enables to read the data not for all timezones but only for the required one.
