The SAVE button in the Portal Builder is hidden on small screens

On smaller screens, the save button wraps below the other text in the editor footer and is partially offscreen. This is true in all of the themes, but the threshold for screen size varies. For example:

KNB theme, 320px

Default theme, 360px:

DataONE theme, with "plus preview" text, 768 px:

Expected behavior
Users editing portals on small screens should be able to see and use the save button
