add option to build with GTG code or stubs #430

I don't have access to the GTG repo to try it out, but the CMake looks fine. |
I would suggest that gtg repo is cloned in gtg directory under ncep_post.fd, not parallel to ncep_post.fd, and then in CMakeLists.txt, depending on BUILD_WITH_GTG option those 7 or 8 files are added to LIB_SRC. |
@aerorahul With the new gtg code compiling option, could the gtg stub code under sorc/ncep_post be removed? |

@aerorahul Moving post_gtg.fd under ncep_post.fd is good to me as long as no impact on general UPP building and public UFS building. The current LIB_SRC include gtg stub code. These gtg aviation products are generated in offline post and in not inline post. |
@aerorahul It seems to me there is no plan to make gtg code opening to public in the near future. @YaliMao-NOAA may chime in. |
Currently in UPP code, GTG subroutine is hard-coded to be called, which is not optional and doesn't depend on the compiling option. So the stub code needs to be present in the public general UPP. |

map_routines.F90 is part of GTG code and can be bundled with other gtg*F90 files.
So I modified sorc/ncep_post.fd/CMakeLists.txt:

Then I compiled twice, one with -DBUILD_WITH_GTG=ON and the other without. Both went through without any compiling errors.
I didn't see the compiling errors:
undefined reference to `defuvp_'
which was discussed in #429

I see. Is it possible to add map_routines.F90 stub code when building upp library without GTG? If it's too much work, then forget about it. |

Wen tested UPP executable build with real gtg code or with stub code on WCOSS1-Dell, WCOSS1-Cray and Hera. |
The UPP regression tests were conducted on WCOSS1-Dell, WCOSS1-Cray and Hera. No changed results were found. This PR is ready for merging. |
