add am5 CI workflow

Description
adds a workflow file to compile the latest am5 tag with FMS and run a basic regression test on parallelworks. Builds with the intel 2023.2.1 compiler in debug mode on a GCP cluster. It'll run on pull requests, tags, and if triggered manually.

Takes a little less than 15 to build, and then around 45 to run the test.
