Adds the modern version of diag_axis_add_attribute

Description
Similar to #987, but based off dmUpdate instead.
It also adds a procedure to the fmsDiagAttribute_type that actually adds the attribute info. This is to avoid duplicate code since it will be used by the diag_objs and files.
