Added a new run-time paramter, MAX_TR_DIFFUSION_CFL, that can be used to limit the values of the along-isopycnal tracer diffusivity based on local CFL considerations. Also revised a few lines using an array-syntax copy and simplified the openMP statements in MOM_tracer_hor_diff.F90. All answers are bitwise identical, but the MOM_parameter_doc files change. - NOAA-GFDL/MOM6@de848bb +Added run time parameter MAX_TR_DIFFUSION_CFL
Set the new run-time parameter, MAX_TR_DIFFUSION_CFL, which limits the along-layer tracer mixing in OM4_05 and Baltic_OM4_05. This changes the MOM_parameter_doc files in both cases and the answers in OM4_05.

Added a new run-time paramter, MAX_TR_DIFFUSION_CFL, that can be used to limit
the values of the along-isopycnal tracer diffusivity based on local CFL considerations. Also set this new parameter to 2 in the OM4_05 test case, which changes answers.
