Fake Operator for Android

This is a proof of concept that brings Fake Operator to Android.

• Basic settings in Fake Operator application
• Tweaks the telephony ServiceCenter to modify the updateSpnDisplay method
• Settings used to customize notification bar

Issues

• Currently ignores settings updates until the spn is updated interally
