Describe the feature

The nvq++ driver doesn't seem to support loading MLIR plugins dynamically.

Specifically, the MLIR Pass page shows we need to pass the flag --load-cudaq-plugin to cudaq-opt to load a plugin, but nvq++ doesn't seems to contain any references to that flag.
