Requiring GCC 4.9 is probably the wrong thing to do. (In fact, I would argue that the GCC_REQD line should not be there at all.

Instead, since this is a C++11 feature, the USE_LANGUAGES line should read

USE_LANGUAGES= c99 c++11

Regarding GCC_REQD:
https://gcc.gnu.org/bugzilla/show_bug.cgi?id=56019#c3 - AFAICT there's no gcc 4.8 with that fix.

The GCC requirement came in with 2ea4431.

icu sets -std= properly so it doesn't need wrappers to force it with USE_LANGUAGES, it just needs a newer compiler with c++11 support. So setting GCC_REQD was the correct thing to do. This can be closed, I think.

Incompatibilities:

 - In preparation for key combo support, key mappings for symbolic keys (e.g.
   `Up` and `Down`) must now start with `<` and end with `>`, e.g. `<Up>` and
   `<Down>`. Furthermore, escape key combos must now use `<Esc>key` instead of
   `^[key`, and control key mappings must now use `<Ctrl-key>` instead of

 - Only use 'diff-options' for the diff view and introduce '%(cmdlineargs)' to

    TableHead with a null body, not a TableHead with a single empty row.

    When a task fails, the failure information is serialized in the backend.
    In some cases, the exception class is only importable from the
    consumer's code base. In this case, we reconstruct the exception class
    so that we can re-raise the error on the process which queried the
    task's result. This was introduced in #4836.
    If the recreated exception type isn't an exception, this is a security issue.
    Without the condition included in this patch, an attacker could inject a remote code execution instruction such as:
