crosvm: add support for virgl_renderer{,_next}

Description of changes

This is a draft because the way I'm extracting the meson cross file from stdenv is unnacceptably horrible. We need a better way, e.g. the one in #159064.

  • made sure NixOS tests are linked to the relevant packages
• Tested compilation of all packages that depend on this change using nix-shell -p nixpkgs-review --run "nixpkgs-review rev HEAD". Note: all changes have to be committed, also see nixpkgs-review usage
• Tested basic functionality of all binary files (usually in ./result/bin/)
• 22.05 Release Notes (or backporting 21.11 Release notes)
  • (Package updates) Added a release notes entry if the change is major or breaking
  • (Module updates) Added a release notes entry if the change is significant
  • (Module addition) Added a release notes entry if adding a new NixOS module

Turns out we can just use the system virglrenderer, and avoid all the complexity and hacks. I wasn't sure this would work, because it won't be linked against minigbm, but it works fine in my testing with cross-domain virtio-gpu.
