Description of changes

The Nixpkgs wiki says:

Maintainers will receive emails from Hydra when package builds enters a failed state.

I would like to receive emails from Hydra when the boostrap-files for mips64el-linux or powerpc64le-linux re-enter a failed state. I figure that adding myself to the maintainers field here is the easiest way to make that happen.

Apologies for the fairly clumsy platform conditional. If there is a cleaner way to write this please let me know. I don't think it's possible to extract the hostPlatform from a derivation; maybe we should start putting hostPlatform in passthru?

I would like to receive those emails if the Hydra builds of the
boostrap-files for mips64el-linux or powerpc64le-linux ever fail to
build. I figure that adding myself to the maintainers field here is
the easiest way to make that happen.

Apparently Hydra notifications have been disabled for some time now, which means that this PR is pointless.
