Description of changes

Hugin will segfault on startup if linked against an EGL-enabled wxGTK and also linked against a NON-EGL-enabled GLEW.

This has been a problem for quite some time:

Since nixpkgs' wxGTK is, by default, EGL-enabled, let's have hugin link against glew-egl. This commit also exposes a passthru for each of wxGTK and glew advertising their EGL-ish-ness, and adds an assert in hugin/default.nix to prevent building with incompatible linkage.

    • (Module addition) Added a release notes entry if adding a new NixOS module
    • (Release notes changes) Ran nixos/doc/manual/md-to-db.sh to update generated release notes
  • Fits CONTRIBUTING.md.

GTK honestly goes a little over my head for how it should be configured, would this fix
GLib-GIO-ERROR **: No GSettings schemas are installed on the system? I keep seeing when opening the file chooser on nixos-unstable branch.

I made a working patch using wrapGAppsHook when I found this issue
seam345@79aa422 but hunting for similar issues I found this PR and was unsure if I'm just duplicating work.

I ultimately didn't end up using hugin for the project I'd planned to use it for...
