matplotlib: add numpy to nativeBuildInputs to fix cross compilation

This commit fixes cross compilation of matplotlib by adding numpy to nativeBuildInputs.

I can confirm it fixes the build, I tested with pkgsCross.aarch64-multiplatform from x86_64.
