Background

As of 23:59 AEST on February 15, 2024, Atlassian and Marketplace Partners no longer provide technical support for any issues, security updates, or bug fixes for critical vulnerabilities. Regular security updates help protect your business from threats and vulnerabilities, so we recommend moving to our Cloud or Data Center products as soon as possible.

As per Atlassian's review checklist for publishing apps to their marketplace, there is a requirement to notify users in advance about the plans to move support away from Server to Data Center for any existing apps. This PR aims to serve that notice period for users of the plugin by adding release notes which will inform them.
