Dash points on by default

Steps to reproduce = Actual behavior

1. There is something strange with the "dash point" toggle. I start drawing a formline aka a dashed line, the toggle is on. I hit enter and it stays off.
2. I zoom and pan to the next formline to draw: it is on again.
   (The behavior is not always consistent, sometimes the toggle is preserved but after some zooming and panning, it switches back to on)

Expected behaviour

As in earlier versions the switch of the toggle should be triggered by the user. The dash point is usually supposed to be the exception. Thus if there is an automatic reset at all, it should be going the other way around.
