Keep WITH_ROCM the same behavior with other devices such as WITH_XPU
Keep WITH_RCCL the same behavior with WITH_NCCL, default is ON and will be turn-off if WITH_ROCM is OFF.
And WITH_RCCL is not need to set in paddle_build.sh, such as WITH_NCCL is not need to set in paddle_build.sh.
