expand op 本身是注册了 float16 的。动态图使用 float16 也没有报错。静态图使用 paddle.expand 的时候，类型检查没有 float16。
与李龙确认，该处确实是一个小问题，应在类型检查中加入float16。经测试，加入float16后修复了用户的问题。
