[Dy2Stat]Fix module loading OSError in multiprocess

How to test?

Firstly, you can write a python script like this:

import paddle
import os
paddle.set_device("cpu")

@paddle.jit.to_static
def foo(x):
    return x + x

def bar(y):
    x = paddle.randn([100, 100])
    print("start for ", os.getpid())
    out = foo(x)
    print(" done for ", os.getpid())


if __name__ == '__main__':
    bar(1)

Secondly, you can write a shell script and run it, DO NOT forget the &

#!/bin/bash

for i in {1..20}
do
  python test.py &
done

Before this PR, the shell script will raise error.
