Description
部分算子在选择调用的kernel时会根据编译选项，选择调用xdnn或者是plugin的kernel，近期一些算子添加了bf16的接口，而plugin kernel没有bf16，这会导致开启-DWITH_XPU_PLUGIN=ON后由于找不到bf16的plugin kernel而编译出错。
这个pr在plugin kernel中添加了bf16的接口，并返回unimplemented，避免了编译报错。
