PIR API 推全升级
将
paddle.searchsorted迁移升级至 pir，并更新单测，单测覆盖率（8/9）test/legacy_test/test_searchsorted_op.py 文件下的 TestSearchSortedError.test_check_type_error 单测未适配，因为暂不支持，在 c++ 侧检查数据类型抛出的错误是 ValueError
将
paddle.tensor.tensordot迁移升级至 pir，并更新单测，单测覆盖率（9/10）test/legacy_test/test_zero_dim_tensor.py 文件下的 TestSundryAPIStatic.test_tensordot 单测未适配，因为当前在 pir 模式下不支持 paddle.static.append_backward
