Description

With this PR, we're updating our minimum node and npm versions, in line with the work being done for Gutenberg packages.

Motivation and context

Keep our engines updated.

How has this been tested?

No functionality changes and automated testing passes. Running npm i didn't produce any changes for me since I'm running newer versions.
