PR description
The ECRecover precompile should return
0xinstead of a 32 byte zero when the input is invalid. This caused a sync issue on Ropsten for the transaction https://ropsten.etherscan.io/tx/0x7da8d5da4516c7742ac718943a904791a4b922240fd837ecf6225552a4574373
