Merging the release candidate branch to master #1878

Merges the release candidate branch to the master branch.

Note: the rc-to-master branch branched off of the v0.19-rc0 branch. The reason to do this was to resolve merge conflicts on a separate branch while not affecting the release candidate branch (which is to be released).
