Fix PennyLane v0.23.1 to work with Autoray 0.3.1

Context: Autoray 0.3.1 was introduced, with breaking changes.

Description of the Change: Updates PennyLane v0.23 to work with Autoray 0.3.1. Bumps the version number to v0.23.1 in preparation for a bugfix release.

Benefits: As above.

Possible Drawbacks: PennyLane will no longer work with version 0.2.5

Looks good 👍 Many checks are appearing, but haven't been completed because of an update to the required CI checks for rc branches. The checks that are not completed are new on master and have not been a part of v0.23.0 when it was released.
