Is your feature request related to a problem?

Context
We are now able to link people directly into the product regardless of their EU/US domain. That means we can (see #15234) create links to specific modals. You'd think that would be easy enough that I could do it, but looking at the previous PR @benjackwhite added: No.

Ask
@simfish85 and I want to create a more comprehensive upsell campaign for Session replays, targeting active users who have not enabled replays and compelling them to give it a go. The easiest way to enable this via a CTA is to have a URL we can link this modal:

Describe the solution you'd like

A URL we can use on CTAs which sends users directly to this modal. E.g.: app.posthog.com/recordings/configure

Describe alternatives you've considered

Additional context

This would potentially be very powerful and reusable for all of Marketing, as well as for @raquelmsmith
