Refactor Table Existence Check to Package Existence Check

Issue & Reproduction Steps

This PR refactors the existence check from a database table (projects) to a package (package-projects). This change is to improve performance issues.

Solution

• Replaced Schema::hasTable('projects') with hasPackage('package-projects') to determine if the package exists.
