6676 port losses from monai-generative (#6729)

Work towards addressing issue #6676 

### Description

This PR ports spectral, perceptual and patch adversial losses from
[MONAI Generative](https://github.com/Project-MONAI/GenerativeModels).

### Types of changes

- [x] New tests added to cover the changes.

- [ ] Quick tests passed locally by running `./runtests.sh --quick
--unittests --disttests`.
- [x] In-line docstrings updated.
- [x] Documentation updated, tested `make html` command in the `docs/`
folder.
